		<description>Here&#039;s something that may be of interest in this context. The P-CED model was first applied in Russia in 1999 and the paper below is the focus of our current activity in Ukraine. We&#039;re advocating microcredit, social enterprise and broadband to underwrite the cost of dealing with a major social issue and break the vicious cycle of poverty.
